Is there a ‘Config Editor’ file in Sylpheed, like there is in Thunderbird?

Thunderbird has a ‘Config Editor’ page. Is there a similar page in Sylheed?

I need to change ‘security.tls.version.min’ to be set to allow TLS 1.0
