I believe Intel graphics drivers shipped with Ubuntu include support for Intel GMA 3150 - the support has been included in early 2010 or so. So there's no need to download anything from anywhere.

I don't fully understand your question - but you should be fine if you are running the latest version of Ubuntu (intel drivers are included by default).

Now you can get intel graphics from their open source site
Once you have run the software it is advised you use synaptics or apt-get for updates.

1Whilst this may theoretically answer the question, [it would be preferable](http://meta.stackexchange.com/q/8259) to include the essential parts of the answer here, and provide the link for reference. – Eliah Kagan Jun 29 '12 at 10:10
