I have a NUC with Windows 10 that I use for development. My country has regular, rolling blackouts and fortunately for me, they are scheduled. I have access to an API that lists the status and the schedule and have an app I developed that will alert me to the upcoming blackout and hibernate my NUC. There is also a UPS that will hibernate the NUC on power loss but for the reasons below, it's not sufficient.
The problem I have is that when I hibernate (via the app, the UPS or via the start menu) the NUC responds and hibernates. Then, almost immediately afterward, it resumes taking a while to start up and this process can repeat until power goes out, UPS backup power fails or I remove the power cord.
I've tried the Sleep Study recommended on another question. Here are the results:

I've disabled Wake on Lan & Wake on Magic Packet, could it be that Wake on Pattern Match is the cause? Is there a BIOS setting that I should be looking at?
To be clear, I do not want ANYTHING to wake this NUC except for the power button.
