SWL stands for "Shortwave listening". Wikipedia has an article about the hobby. Could perhaps more broadly refer to any sort of monitoring of DX-friendly bands or lower (MW/LF/VLF) but usually distinguished from "scanner monitoring" on the VHF/UHF bands.
